What is this new Google Broad Core Update?

Unofficially named as the ‘Florida 2 Core Algo Update’ by Brett Tabke of Pubcon after the first tremors have been observed on March 12, 2019, Google announced and renamed this update as the ‘March 2019 Core Update’.

Why did Google release the March 2019 Core Update?
